BCCI invites proposals for provision of verification services for player registration

Mumbai: Board of Control for Cricket in India (BCCI) invites proposals for provision of verification services for player registration.

BCCI invites proposals from reputed entities to acquire the rights and obligations to provide services that entails the provision of verification services for player registration, through a tender process.

Accordingly, BCCI is issuing the Request for Proposal for verification services for player registration (“RFP”) which provides the detailed terms and conditions governing the submission and evaluation of proposals. The RFP will be made available on receipt of payment of a non-refundable fee of INR 1,00,000 (Indian Rupees One Lakh Only) plus any applicable Goods and Services Tax. The Interested Parties may note the following timelines with respect to the RFP:

Interested parties are requested to email the details of payment made for the purchase of the RFP to rfp@bcci.tv, as per the procedure laid down in Annexure A. It is clarified that the RFP documents shall be shared only upon the confirmation of payment of the non-refundable RFP fee.

Any interested party wishing to submit a bid is required to purchase the RFP. However, only those satisfying the eligibility criteria set out in the RFP, as laid down in Annexure B, and subject to the other terms and conditions set out therein, shall be eligible to bid. It is clarified that merely purchasing the RFP does not entitle any person to bid.

BCCI reserves the right to cancel or amend the RFP process at any stage in any manner without providing any reason.

ANNEXURE A

PROCEDURE TO PROCURE THE RFP DOCUMENTS

The RFP document can be purchased as per the following procedure:

Payment of INR 1,00,000 + 18,000 (GST) i.e., Total INR 1,18,000 (Indian Rupees One Lakh Eighteen Thousand Only) is to be made to the following bank account:

It is clarified that the RFP documents shall be shared only upon receiving the payment and the details as mentioned above. It is further clarified that the RFP must be purchased by the entity that is desiring to bid.

ANNEXURE B

ELIGIBILITY CRITERIA

The Interested Parties must note the following eligibility requirements with respect to the RFP:

1. General Eligibility: For the purpose of this RFP, entities incorporated in India for a period of more than 3 (three) years (which expression includes, as regards corporate entities, each Interested Party and/or its parent or subsidiary companies), which satisfy the following requirements as on the date of this RFP (or such other specific date as is specified in this RFP in relation to any individual criteria) are eligible to participate in this process and to submit Proposals. All Interested Parties shall note the following:

(a) A Proposal may only be submitted either by (i) the person/entity which has purchased a copy of this RFP upon payment of the RFP Fee; or (ii) any person/entity which is in the same Group as such person/entity

(b) The RFP Fee paid by the Interested Party (whether successful or unsuccessful) shall not be refunded or adjusted against any other payment obligation of the Interested Party in any circumstances.

2. Financial Eligibility: The most recent audited annual turnover of each Interested Party wishing to submit a Proposal must have exceeded INR 5,00,00,000 (Indian Rupees Five Crore only) and, for these purposes, the annual turnover for the financial year of the Interested Party and turnover from any company in the same Group as the Interested Party may be consolidated with or otherwise added to the Interested Party’s turnover for the purposes of satisfying this threshold.

3. Technical Eligibility: The Interested Parties must demonstrate the following:

(a) The Interested Party should have a minimum of 3 (three) years of experience in providing background verification services to reputed entities including but not limited to corporate companies, educational boards/institutions, and recruitment bodies. The Interested Party must be able to furnish client testimonials or reference letters from such entities in support of the same.

(b) The Interested Party should have a nationwide network or the ability to conduct verifications across all Indian states and Union territories.

(c) The Interested Party must demonstrate capacity to verify multiple document types including proof of identity (Aadhar, Passport, Voter ID), proof of age (birth certificate, school records) proof of residence, academic records etc.

(d) The Interested Party should have the capability to conduct in-person field verifications, if required especially in rural areas.
